MOTION BROUGHT UNDER MATTER OF URGENT NATIONAL IMPORTANCE.
ISSUE: URGENT NEED TO SECURE YOUTH CORP MEMBERS AND IMPROVE THEIR CONDITIONS OF SERVICE ACROSS THE COUNTRY.
 
The House:
Notes with very serious concern incidence of violence and deaths suffered by serving Youth Corp members across the country.

Also notes the poor conditions under which these Corp members operate in course of their service to their fatherland, particularly in terms of welfare and remuneration.
 
Aware that the National Youth Service Corp (NYSC) scheme was set up by the Nigerian Government in 1973 for Unity, National integration and development of the country by bringing together people of other tribes, social and family backgrounds, to learn the culture of other people and communities.

Also aware that the purpose of the NYSC scheme is primarily to inculcate in Nigerian Youths the spirit of selfless service to the community and to emphasize the spirit of oneness and brotherhood of all Nigerians, irrespective of cultural or social background.
 

Further aware that there is a duty on the part of Government to provide for the security and welfare of its citizenry as guaranteed in S.14(2)(b) of the Constitution, Federal Republic of Nigeria, 1999 (as variously amended).
 
Concerned that incidence of insecurity, violence and death of Corp members in different parts of the country is on the increase and has continued unchecked and is therefore very highly condemnable.

Also concerned about the poor remuneration and welfare conditions faced by serving Corp members in various parts of the country.
 
Worried that the above situations if not checked is likely to defeat the aim(s) for which the scheme was set up and thus render it nugatory and ineffective.

Resolves to:

  • Observe a minute silence in honour of all Corp members who have died in course of service to their fatherland.

  • Urge the Federal Government and other relevant agencies to immediately take steps to secure Corp members, as well as improve on their conditions of service.
